Acceptance of Terms

By accessing or using Puerto Rico Reporta ("PRR"), you agree to these Terms of Use. If you do not agree, please do not use the platform.

Purpose of the Platform

Puerto Rico Reporta is a civic participation platform that allows residents and visitors to identify and report accessibility barriers and related community concerns. The platform exists to increase public awareness, promote community participation, and support the visualization of reported conditions through maps, dashboards, statistics, reports, and similar tools.

Acceptable Use

You agree to use the platform in good faith and only for lawful purposes. You may not:

• Submit false or intentionally misleading reports.
• Upload unlawful, defamatory, threatening, abusive, or offensive content.
• Publish personal information belonging to another person without authorization.
• Impersonate another individual or organization.
• Attempt to interfere with platform operations or security.

User Accounts

If you create an account, you are responsible for maintaining the confidentiality of your login credentials and for activities conducted through your account. We may suspend or terminate accounts that violate these Terms.

Content You Contribute

You retain ownership of reports, photographs, comments, and other content you submit.

By submitting content, you grant Puerto Rico Reporta a non-exclusive, worldwide, royalty-free license to store, display, reproduce, organize, analyze, aggregate, publish, and use such content for platform operations, moderation, reporting, research, educational purposes, public-interest initiatives, historical records, platform improvement, and related civic purposes. You represent that you own the content submitted or have the legal right to share it.

Public Reports

Reports approved through moderation may be displayed publicly. Publicly displayed information may include:

• Location
• Municipality
• Category
• Description
• Photographs
• Date submitted
• Username (if applicable)

Puerto Rico Reporta may moderate, edit, reject, remove, archive, or hide reports at its discretion.

Data Access and Restrictions

Puerto Rico Reporta promotes public visibility of approved reports through maps, dashboards, statistics, reports, and visualizations. However, the underlying database, bulk datasets, exports, metadata collections, image repositories, and compiled records are not public data and are not available for download, bulk extraction, redistribution, or reuse without prior written authorization. Users may not:

• Scrape the platform.
• Use automated systems to harvest data.
• Create bulk copies of reports.
• Build derivative databases.
• Redistribute platform data.
• Reproduce substantial portions of the platform's data collection.

This restriction does not apply to ordinary search engine indexing.

Comments and Community Conduct

Comments may be moderated before publication. Puerto Rico Reporta may remove content that:

• Contains spam.
• Harasses or threatens individuals.
• Includes personal information of third parties.
• Violates applicable law.
• Undermines the integrity of the platform.

Sponsorships and Rewards

Puerto Rico Reporta may coordinate voluntary sponsorships or reward programs. Any reward is provided by the sponsoring organization. Puerto Rico Reporta does not guarantee the availability, value, quality, or delivery of any reward.

Intellectual Property

The platform design, branding, reports, dashboards, visualizations, and original content created by Puerto Rico Reporta remain the property of Puerto Rico Reporta unless otherwise stated. The platform's source code may be distributed under separate open-source licensing terms.

No Professional Advice

Information presented through Puerto Rico Reporta is provided for informational and civic participation purposes only. The platform does not provide legal, engineering, architectural, planning, accessibility compliance, or other professional advice.

Disclaimer of Warranties

Puerto Rico Reporta is provided "as is" and "as available." We do not guarantee:

• Continuous availability.
• Accuracy of user-submitted information.
• Government action in response to reports.
• Error-free operation.

Limitation of Liability

To the fullest extent permitted by law, Puerto Rico Reporta shall not be liable for indirect, incidental, special, consequential, or punitive damages arising from use of the platform.

Governing Law

These Terms are governed by the laws of the Commonwealth of Puerto Rico.
